Bill Hegmann is the General Manager of Southwest Arkansas Telephone Cooperative and also serves as President and CEO of the National Exchange Carrier Association (NECA). He has more than 38 years of experience in the telephone industry and has held executive positions with the Arkansas Telecommunications Association, the Texas Telephone Association, the Rural Telephone Finance Cooperative, National Rural Telecommunications Cooperative, Rural Arkansas Telephone Systems, and other organizations. He also serves on the executive board of the Boy Scouts of America. He retired as a Lieutenant Colonel with the U.S. Army Reserve, in which he served for 22 years.
